Imersis is a cloud-based analytics platform that helps state Medicaid agencies transform complex T-MSIS data into actionable insights. Today, Imersis supports comprehensive data quality assessment and monitoring; as the platform evolves, it will expand to deliver advanced analytics that help states evaluate program performance, monitor utilization and outcomes, identify opportunities for improvement, and support data-driven decision making.</p><p>The Programming Lead serves as the technical leader for measure and analytics development, translating business requirements, Medicaid policy guidance, and analytic methodologies into scalable, maintainable software solutions. This individual will lead the design and implementation of measure logic, analytic frameworks, data transformations, and validation processes that underpin the platform’s capabilities.</p><p>The ideal candidate combines deep expertise in T-MSIS and Medicaid data with strong software engineering skills, including SQL and Python development. They will work closely with product managers, engineers, data scientists, researchers, and Medicaid subject matter experts to shape the future of Imersis and deliver innovative analytic solutions for state Medicaid agencies.</p> <p><strong>Primary Duties and Responsibilities:</strong></p> <p></p><p><strong>Measures and Analytics Development</strong></p><ul><li>Lead the design, development, testing, and maintenance of data quality measures, performance measures, operational metrics, and advanced analytic methodologies within the Imersis platform.</li><li>Translate federal guidance, Medicaid policy requirements, business needs, and analytic specifications into scalable production code.</li><li>Develop reusable frameworks for measure calculation, cohort construction, attribution, benchmarking, trend analysis, and other analytic functions.</li><li>Design and implement data transformation, validation, and analytic workflows using SQL, Python, and cloud-based data technologies.</li><li>Ensure analytic methods are transparent, reproducible, and aligned with industry standards and client requirements.</li><li>Leverage deep understanding of T-MSIS data structures and Medicaid data systems to develop robust measures and analytics that generate actionable insights for state agencies.</li></ul><p><strong>Technical Leadership</strong></p><ul><li>Serve as the primary technical lead for measure and analytics development within Imersis.</li><li>Establish standards and best practices for analytic programming, software quality, testing, documentation, and code review.</li><li>Guide technical design decisions related to analytic architecture, scalability, performance, and maintainability.</li><li>Evaluate impacts of CMS guidance changes, T-MSIS updates, and emerging Medicaid reporting requirements on platform functionality.</li><li>Lead code reviews and provide technical mentorship to programmers, analysts, and other developers.</li><li>Drive continuous improvement in development processes, tooling, and analytic infrastructure.</li></ul><p><strong>Product Innovation and Strategy</strong></p><ul><li>Partner with product managers, engineers, researchers, and Medicaid subject matter experts to define and implement new platform capabilities.</li><li>Contribute to the strategic vision for expanding Imersis from a data quality measurement platform into a comprehensive Medicaid analytics solution.</li><li>Identify opportunities to leverage advanced analytics, artificial intelligence, machine learning, and automation to enhance platform capabilities.</li><li>Support the design of features that help users understand not only what occurred in their data, but also why it occurred and what actions may improve outcomes.</li></ul><p><strong>Quality Assurance and Validation</strong></p><ul><li>Develop and maintain testing frameworks to validate measure calculations, analytic outputs, and data processing workflows.</li><li>Ensure consistency, transparency, and reproducibility across platform releases.</li><li>Investigate and resolve complex data, logic, and performance issues.</li><li>Support release planning, validation, and production deployment activities.</li></ul><p><strong>Stakeholder Collaboration</strong></p><ul><li>Collaborate with Medicaid policy experts, researchers, analysts, and clients to interpret requirements and translate them into technical solutions.</li><li>Communicate complex analytic concepts and methodologies to both technical and non-technical audiences.</li><li>Support client demonstrations, technical discussions, and strategic planning efforts.</li><li>Partner across teams to ensure platform capabilities align with client needs and organizational priorities.</li></ul><p></p> <p><strong>Required Qualifications:</strong></p> <p></p><ul><li>Bachelor’s degree in Computer Science, Information Systems, Data Science, Statistics, Public Health Informatics, or a related field;
